Job Description

480 Hours Contract to Hire Onsite Chicago, IL

Required Health Care Data Integration Experience & SKILLS:

*** (Clinical SAS programmers supporting clinical trials and submissions are NOT applicable for this role.) *** 

The candidate must have experience with health care data and large databases, including some or all of the following (where the bolded skillsets below are somewhat more important, and will help justify a higher hourly rate):

    • Working with Provider healthcare market data (such as physicians, hospitals, labs data)
    • Experience with CMS-1500 & CMS-1450/UB-04 data and claim forms; EDI X12 837;
    • Experience working with HIPAA and/or HEDIS, PQRI (Physician Quality Reporting Initiative);
    • Experience working with ICD-9 and ICD-10 codes (diagnosis, procedure (CPT), laboratory (LOINC), revenue (CMS-1450), and drug (NDC);
    • Experience working with Membership files;
    • Experience with Rate Setting;
    • Experience with Utilization measures; 
    • Experience with Provider files and Health Care Provider Taxonomy Codes;
    • HL7, CCD (Continuity of Care Document);
    • Health care information exchanges;
    • EMR (Electronic Medical Record) / EHR (Electronic Health Record);
    • Leveraging this for processing, developing, maintaining and analyzing data and data preparation and validation routines to support the reporting of clinical measures and financial initiatives and cost information for managed care organizations;

Background:

For this role, the End Client uses primarily Foundation SAS products (e.g., Base SAS, GRAPH, ACCESS to OLEDB) and a little EBI & EG, although this project work does not require the Analyst / Consultant to perform EBI development such as using Information Map Studio and/or Web Report Studio. It will, instead, mainly consist and focus on SAS programming using Display Manager (SAS Editor) through terminal services performing data manipulation, data exploration and building reports.

The End Client receives raw data from hundreds of different data sources, so the Analyst will need to be part of the integration process of all this data into the End Client’s data warehouse.  As part of this process, the Analyst / Consultant will seek to determine anomalies and issues with the data, and use protocols for such things as data validation.   

The End Client collects information (data) from various Practice Management Systems from different (customer) Physician offices (these are the main data sources), and integrates this data with the hospital’s labs & pharmacy, and then they build a mini-datamart tool, in which SAS EBI is used for a portal for their Physicians (customers).  Physicians can log into the portal and identify a patient to obtain information about that patient – to develop clinical protocols, and to determine if the patient needs to have a vaccine done, as an example.  The Physicians use this tool to manage the patient population.  (NOTE:  The Analyst / Consultant needed for this job is just PART of this overall process.)

For the Physician offices, the End Client has a tool they install on the Practice Management Systems that pulls the data to the End Client, which is then pushed into a SQL Server DB table.  For this data source, the End Client has SAS jobs that hit the table and do all the cleansing, for example. 

The data files for the hospital labs arrives to the End Client via an FTP secure site, and the End Client has routines that scan the directories for any new files, and then jobs are run automatically.  

The End Client also has another (EBI) tool set up where small physician practices can upload their data, and then the End Client automatically has some SAS validation program process, which informs the customer if the file was accepted or rejected.  If rejected, the Analyst / Consultant would work with the physician practice to fix the problem.

The Consultant’s duties will include:

  • Develop and maintain data preparation and validation routines to support the reporting of clinical metrics and cost information.
  • Automate data load and data analysis programs with a goal of improving efficiencies across customers.
  • Develop innovative and/or customized templates and report formats. 
  • Interface with customers and vendors on ETL processes and map data from disparate sources into data warehouse formats.
  • Process and analyze data to support clinical and financial initiatives for managed care organizations.
  • Perform ad-hoc analysis of data for the customers.

Skillsets:
The End Client requires a SAS Analyst / Consultant that is familiar with Display Manager SAS. The Analyst / Consultant should be very knowledgeable in SAS programming, to include:

  • DATA step,
  • Macro facility,
  • SQL,
  • reporting and summary procedures,
  • ODS, and
  • Exporting data to Excel.  

Candidates should also have the following skillsets:

  • Experience coding in SAS using Display Manager and at times, possibly Enterprise Guide (EG).  
  • Experience extracting data using SAS/ACCESS to OLEDB.
  • Experience manipulating data in SAS using DATA step, ARRAYs, Macros, SQL.
  • Experience with reporting techniques and procedures in SAS (e.g., PROC REPORT, PROC SUMMARY, ODS and export functionality to Excel).  PROC REPORT experience is helpful, but not critical. 
  • Ability to develop new data loads to existing data warehouse.
  • Experience with healthcare data and large databases (as defined previously).
